Alpha Systems is an Australian Systems Engineering and Assurance consultancy committed to providing intelligent, effective, and pragmatic support for the delivery of complex infrastructure projects. Founded in 2015, ‘Alpha’ was built on a passion for systems thinking, integration, and practical problem-solving—initially within the rail industry, and now extending into broader industrial domains. The business was established by Andrew, whose career spans major transport projects across Australia. He has played key roles in enabling successful project outcomes through a systems-led approach to engineering, assurance, and risk management.
Alpha Systems has grown steadily through the careful selection of like-minded professionals—trusted, respected engineers and technical specialists who not only bring their own insight and expertise, but who also share Andrew’s values of practical, customer-focused service delivery.
Our team brings decades of collective experience across systems, infrastructure, and operations. We believe in designing the right thing, then designing the thing right—a philosophy that shapes how we define requirements, manage interfaces, and ensure traceability. Our goal is to provide solutions that are not just compliant, but practical, efficient, and effective in real-world operations. Building upon the trusted Alpha Systems service offering and recognising the strategic importance of the 'new energy' domain, our capabilities continue to grow, bringing our expertise to a wider range of projects while maintaining our commitment to quality and client-focused service. As part of our continued growth, Alpha Systems are expanding their capabilities the Asset Management, Reliability Engineering and Process Safety & Technical Safety domains. Uniquely, Alpha Systems has a scarce capability for the Process Safety of both hydrogen and ammonia production.

Who We Are
Andrew Carey
DIRECTOR
Andrew has over 20 years working in the rail industry and has gained significant knowledge in railway control systems, project engineering and delivery, as well as signalling and rail operations.
Through his career, Andrew has developed strength in the areas of systems engineering & assurance, systems integration, requirements management, V&V and interface management. Andrew’s project experience ranges from key roles in large infrastructure projects to management and end-to- end delivery of smaller independent projects for the industry.
Much of Andrew’s experience comes from being based in project teams working at Public Transport Victoria (PTV) or in roles as part of major industry projects such as the Metro Tunnel Project (MTP), Regional Fast Rail (RFR) and Regional Rail Link (RRL) projects. Andrew has additionally gained experience in project management, including successfully bidding, managing and delivering a number of individual rail projects for industry clients such as V/Line, MTM, VicTrack and PTV and has a strong understanding of various industry stakeholders.
Under Andrew’s leadership, Alpha Systems has expanded beyond rail, applying its current and growing capabilities in systems engineering, assurance, and asset management to processing, new energy, and broader infrastructure sectors. This diversification supports hydrogen, ammonia, and renewable energy projects, ensuring safe, efficient, and future-ready solutions for evolving industries.

Niall is a highly experienced and versatile Systems Engineer with over 19 years in the rail and infrastructure sector across Australia, the UK, and the Middle East. With deep expertise in systems integration, requirements engineering, interface management, and progressive assurance, Niall has delivered key outcomes for major projects including the Metro Tunnel Project, Suburban Rail Loop, MTMS, and Doha Metro.
He is known for applying systems thinking to complex multi-disciplinary challenges, ensuring traceability, compliance, and integration across the full project lifecycle. Niall’s leadership in requirements development, verification, and stakeholder engagement consistently drives clarity and confidence in delivery. Passionate about decarbonisation and sustainability, he brings a forward-thinking approach grounded in ISO 15288 and EN50126 standards.
Danielle is a senior systems assurance and compliance specialist with over 25 years’ experience delivering complex infrastructure programs across Australia. With deep expertise spanning systems assurance, risk management, compliance auditing, GSN assurance case development, and stakeholder engagement, Danielle plays a critical role in aligning project delivery with regulatory standards and strategic objectives.
Danielle has supported major transport initiatives including the Melbourne Metro Tunnel, Regional Rail Revival, and Suburban Rail Loop, applying her knowledge across the full lifecycle of requirements development, verification, change control, and assurance gate reviews. Danielle is also actively contributing to ESG risk integration and climate adaptation planning within infrastructure governance frameworks.
Her qualifications include postgraduate studies in Climate Change Adaptation, certifications in ESG Risk, Systems Engineering, and Audit Leadership, and she is an active member of SESA, RES, IML ANZ, and the Governance Institute of Australia.
Steve Perks

Steven is a senior rail systems leader with over 35 years of experience delivering complex transport infrastructure across Australia and internationally. With deep expertise in signalling systems, rail operations, integration, and asset lifecycle management, Steven provides strategic guidance from investment definition through to delivery, operations, and maintenance.
Steven has held senior roles across public and private sector projects, including for Rail Projects Victoria, LXRA, Metro Trains Melbourne, and BHP Billiton. His ability to translate complex operational and stakeholder requirements into practical, integrated rail solutions has made him a trusted advisor for major initiatives like the Geelong Fast Rail and Melbourne Airport Rail projects.
A Fellow of the IRSE and a British Rail–trained engineer, Steven combines rigorous engineering discipline with pragmatic delivery focus. His leadership ensures projects meet safety, operational, and performance standards, while navigating constraints to deliver long-term value.
Loc is a seasoned systems and data engineer with over 30 years’ experience in the rail industry, specialising in requirements management, simulation, systems design, and data analytics. With a strong foundation in electrical engineering and computer science, Loc brings deep expertise in DOORS NG, Rational Publishing Engine, and operational modelling—making him a go-to expert for requirements traceability, reporting, and system verification.
Loc has supported major infrastructure projects including the Suburban Rail Loop, Metro Tunnel Project, Regional Rail Revival, and Western Rail Program. His precision, strong work ethic, and advanced skills in data processing and report automation have made him an indispensable contributor to systems assurance teams. Loc’s ability to translate complex data into clear, actionable insights consistently adds value across the project lifecycle.
